An applicant for a tax credit who feels aggrieved by the decision of the Director of Finance with respect to the applicant's application for a tax credit, may appeal the decision to the City Manager. Such appeal must be filed within thirty days of the date of the decision by the Director of Finance. Such appeal shall be in writing and signed by the applicant-taxpayer. In the case of a corporation, the president or vice president shall sign. All signatures shall be sworn to under oath. The appeal shall state specifically the grounds for reversal of the decision of the Finance Director. The City Manager will issue a decision on the appeal within thirty days. The decision of the City Manager shall be final.
