730.03 BILLING AND COLLECTION OF FEES.
   (a)   The Nonresident Business fees levied and imposed by this article shall be billed and collected by the Director of Finance.
   (b)   The Senior Police Officers, Firefighters and/or Public Works' supervisor directly providing services shall verify the businesses' nonresident status and shall obtain such information from a driver's license, vehicle registration card or by other available means.
   (c)   The police officers or firefighters involved in providing the services shall complete, with the assistance of the Police Chief and/or Fire Chief or their designator, a written report on a form developed by the Director ofFinance. That report shall include the names of the police officer(s), firefighters and/or Public Works' personnel who were at the scene, a list of Police Department, Fire Department and/or Public Works' vehicles or equipment used, the amount of time during which the equipment was used and the amount of time each individual police officer(s) and/or Public Works' personnel was at the scene providing services and assistance.
   (d)   This report shall be signed by the Police Officer, Firefighter and/or Public Works Superintendent in charge at the scene and submitted to the Director of Finance on the next regular business day after the services were provided. Provided, that charges for costs incurred by the Fire Department shall be billed in the same manner as provided in Harrison County Ordinance authorizing paid fire departments to charge fees pursuant to W. Va. Code 7-1-3d enacted on September 11, 2003.
   (e)   The Director of Finance shall use the information provided on the report to calculate the fee. Any such billing statement shall be in writing and shall be itemized by specific service rendered, and show the rate for each service rendered. The Director of Finance shall then bill the Nonresident Business User for the applicable fees incurred.
