As used in this article:
(a) "Nonresident Business" means any business that does not operate nor maintain a physical presence within the corporate limits of the City of Clarksburg and does not currently pay business and occupation tax to the City of Clarksburg.
(b) "Business" means any sole proprietorship, partnership, corporation, unincorporated association or society or a corporation of any character whatsoever organized or licensed to do business for profit.
(c) "User" means a person who receives the direct services of the Police Department, Fire Department or the Public Works Department resulting from a crime, vehicle accident, fire, hazardous material spill, rescue or any other occurrence requiring the response of the Police Department, Fire Department or the Public Works Department.
(d) "Significant Incident" means any emergency event or accident which requires the response and presence of Police, Fire and/or Public Works for a period of two hours or more.
