No person shall engage in the operation of a massage parlor within the meaning of this article without first securing a permit from the office of the Director of Finance in accordance with the provisions established herein. Nothing in this article shall be construed as applying to licensed practical nurses, orderlies, attendants or nurses aides working in hospitals, nursing homes and other establishments who are under the direction, control and supervision of a licensed practicing physician.
