(a) All goods included in the inventory of goods on hand to be sold at the sale shall have been purchased by the applicant for resale on bona fide orders without cancellation privileges and shall not comprise goods purchased on consignment.
(b) The inventory shall not include goods ordered in contemplation of conducting a sale regulated under this article. Any unusual purchase, or additions to the stock of goods of the business hereby affected within sixty days before the filing of the application under Section 717.03 shall be deemed to be of such character.
