711.07 REFUND OF FEES UPON DISAPPROVAL OF APPLICATION.

The Director of Finance shall, upon disapproving any application submitted under the provisions of this article, refund all fees paid in advance to the applicant; provided that the applicant is not otherwise indebted to the City.
