711.05 QUALIFICATIONS OF APPLICANTS.
   The general standards herein set out relative to the qualifications of every applicant for a City license shall be considered and applied by the Director of Finance.
   (a)    Citizenship. Be a citizen of the United States, or a declarant therefor as authorized by law.
   (b)    Loyalty. Not, either individually, or as a member of any party, group or organization, at the time of any such application for a license or special permit, advocate or resort to any practices subversive of or designed for the overthrow, destruction or sabotage of the government of the United States.
   (c)    Good Moral Character. Be of good moral character. In making such determination the Director of Finance shall consider:
      (1)    Penal history. All convictions, the reasons therefor and the demeanor of the applicant subsequent to his release.
      (2)    License history. The license history of the applicant; whether such person in previously operating in this or another state under a license has had such license revoked or suspended, the reasons therefor and the demeanor of the applicant subsequent to such action.
      (3)    General personal history. Such other facts relevant to the general personal history of the applicant as he shall find necessary to a fair determination of the eligibility of the applicant.
   (d)    No Obligations Owed to City. Not be in default under the provisions of this article or indebted or obligated in any manner to the City except for current taxes.
   (e)    Compliance with Zoning Regulations. Present a certificate of occupancy furnished by the City inspector to the effect that the proposed use of any premises is not a violation of City zoning regulations.
