(a) No person shall smoke on or within any enclosed property or building owned, leased or under the control of the City. Smoke or smoking means inhaling, exhaling, burning or carrying any lighted cigar, cigarette, pipe, plant or other smoking equipment in any manner or in any form. In the discretion of the City Manager nonsmoking signs shall be placed or posted in every building or other place where smoking is regulated by this section. Provided further the City Manager shall designate areas in all City buildings where smoking is prohibited.
(b) No person shall smoke in any area where smoking is prohibited by any provision of this section.
