No owner, lessee, manager or the agent in charge shall permit the aisles of any exhibition hall, theater or other assembly hall open for the patronage of the public to become obstructed or crowded, but such aisles shall at all times be kept clear and no person shall be allowed to stand therein. At no time shall a greater number of persons be admitted to the exhibition hall or theater than the seats provided therefor; provided, that in the event the construction of the building warrants it, the Chief of the Fire Department is authorized to permit patrons to stand in the foyer of a theater, under such regulations as he may issue; provided further, that in no case shall any person be permitted to stand in the galleries or balconies or in the entrances thereto or exits therefrom, and under no circumstances may patrons stand in that part of the foyer used as an exit unless the exit is properly roped off.
