No person shall discard, abandon, store or leave or cause to be discarded, abandoned, stored or left any ice-box, refrigerator or other similar container in any place, whether in or outside a building, which is accessible to children, without first completely removing, disconnecting or disabling, or causing the removal, disconnection or disabling of all air-tight doors, snap-locks and other devices which prevent any such ice-box, refrigerator or container from being opened, operated or released from the inside thereof; provided, that the provisions of this section shall not apply to any such ice box, refrigerator or container which is possessed, stored or kept in a reasonable safe place and manner for purposes of commerce or other use thereof.
