No person who has been regularly summoned to give evidence before the Police Court Judge in any matter in which he has the authority to require such a witness to appear and testify shall refuse and fail to attend, testify and give evidence as required by law in such proceedings; provided, that such person shall have reasonable notice and an opportunity to show cause, if he can, for such failure or refusal to testify and give evidence before being fined or imprisoned therefor.
