375.03 RIDING ON ROADWAYS AND SIDEWALKS.
   (a)   No person shall be permitted to use a skateboard or similar device upon the public roadways, sidewalks, public parking areas, public parks or any other form of public facility or ground within the City or upon private property for which permission for such use has not been given by the owner thereof.
   (b)   Every person using a skateboard or similar device within the City shall do so only on private property upon which the owner of such private property has given permission to the person for such use, or within the confines of City designated areas such as the Skate Park.
   (c)   No parent, guardian, custodian or other person having the custody of a child under the age of eighteen years shall allow or permit such child to use a skateboard or similar device upon the public streets, sidewalks, or other public ways and grounds of the City, or upon private property for which permission for such use has not been given by the owner thereof.
   (d)   No person shall use the public streets, sidewalks or other public ways of the City for the purpose of engaging in or playing any games or recreational activity involving the use of a skateboard or similar device. Said usage is herein deemed to constitute a nuisance to the residents of the area and a hazard to the participants in such activity or those lawfully using such street, sidewalk or other public way.
   (e)   No person shall use a skateboard or similar device except in a prudent and careful manner. Operation of such devices in a “prudent and careful manner” is such operation which will result in efficient control of such devices so that they be utilized with reasonable regard to the safety of the operator and the safety of the persons or property of other persons.
