(a) Pedestrians shall be subject to traffic-control signals at intersections as provided in this Traffic Code.
(b) Within congested areas, pedestrians are prohibited from crossing streets at places other than at street intersections and crosswalks.
(c) Pedestrians crossing streets in the “congested district” shall move parallel with motor traffic and shall await the signal from the traffic policeman, wherever one is stationed, or a traffic-control light signal, where such light is in operation.
(d) Pedestrians shall not start from the sidewalk in crossing a street without looking in both directions to see what is approaching, and shall cross the street at right angles with the street; they shall not pass diagonally across intersections but shall go around the center of the lines of traffic and cross only one street at a time. No pedestrian shall cross a street in the “congested district” except at street intersections and such other places as may be designated by the Traffic Commission as crossings.
(e) For purposes of this Traffic Code, the “congested district” is hereby defined as follows:
(1) Main Street from Monticello Avenue to the intersection of Main with Pike Street.
(2) Pike Street within the corporate limits.
(3) Monticello Avenue from Pike Street to Haymond Highway.
(4) Water Street from Pike Street to Haymond Highway.
(5) Second Street from Hewes Avenue to Washington Avenue.
(6) Third Street from Hewes Avenue to Washington Avenue.
(7) Fourth Street from Baltimore Avenue to Main Street.
(8) Hewes Avenue from Second Street to Chestnut Street.
(9) Traders Avenue from Second Street to Chestnut Street.
(10) Milford Street from Pike Street to corporate limits.
(11) Sixth Street from Baltimore Street to Washington Street.
(12) Locust Street from Chestnut Street to Peck Street.
(13) Chestnut Street from Mulberry Street to City limits.
(14) Sycamore Street from Baltimore Street to Pike Street.
(15) Clark Street from Glen Elk No. 2 Bridge to Sixth Street.
