The use of the Clarksburg Parking Building shall be limited to drivers and passengers of vehicles parking or parked in that building. No other persons shall be permitted to use the parking building without a permit issued by the City Manager or his designee. Any person violating this section shall be guilty of loitering as defined in Section 509.06 and shall be subject to the penalties for violation of Section 509.06.
