(a) The rates for a reserved, assigned monthly space at the Clarksburg Parking Building on Hewes Avenue shall be as follows:
(1) Ground level: Forty dollars ($40.00) per month, payable in advance, on or before the fifth of each month.
(2) Top level: Twenty-five dollars ($25.00) per month, payable in advance, on or before the fifth of each month. No spaces may be leased on the top level until all other reserved spaces within the building have been leased.
(3) All other levels: Thirty-five dollars ($35.00) per month, payable in advance, on or before the fifth of each month.
(b) All monthly tenants at the Parking Building must complete an application form developed by the Parking System Manager and provide all information so requested on the application.
(c) The rate for reserved monthly parking at the Shepler Parking Lot will be twenty dollars ($20.00), payable in advance on or before the fifth of each month.
(d) The rates for reserved monthly parking at the Library Parking Lot will be thirty dollars ($30.00), payable in advance, on or before the fifth of each month.
(e) The rate for all other reserved monthly parking will be at a rate approved by the Off Street Parking Authority, but in no case will the rate be less than twenty dollars ($20.00) per month.
(f) Any monthly tenant who does not pay the monthly rental fee in advance, on or before the fifth of each month, will be subject to a five dollar ($5.00) late payment penalty for each month payment is not timely made.
(g) Any tenant who pays any monthly fees pursuant to this section annually in advance shall receive an annual five percent (5%) discount.
