When a police officer or other person properly designated by the City to do so, has placed on any vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of Section 363.01 or the off-street parking ordinance and instructing such owner or operator to report in person, or by United States mail to police headquarters in the City Hall in regard to such violation, each such owner or operator may, within seven (7) days from the time of such violation, pay the sum of five dollars ($5.00). The failure of such owner or operator to make such payment within seven (7) days shall render such owner or operator subject to the penalties provided for a violation of the provisions of this article. For the purposes of the enforcement of the provisions of this article, each hour which elapses after the expiration of the time paid for any parking without additional payment being made, whether such parking is on-street or off-street parking, shall constitute a separate offense for the purpose of determining violations of the provisions of this article, and a police officer or other person designated by the City shall place on any vehicle remaining at a parking meter location after the time paid has expired a separate notice for each hour, which elapses after the expiration of the time paid for, and each notice shall constitute notice of a separate offense for which a separate payment shall be required under the provisions of this section. In addition to the five dollars ($5.00) penalty for the first violation, as stated in this section, the penalty for the second and succeeding violations shall each be ten dollars ($10.00), provided that no citation may be issued for a second or subsequent violation unless no less than one (1) hour has elapsed since the previous citation was issued.
