363.03 TEMPORARY LEASE OF PARKING METERS; RATES.
   (a)   Whenever any nonresidential entity finds it necessary to lease an on-street or off- street parking meter for its exclusive use, the entity must apply for a permit by filing an application form with the Finance Department at least forty-eight hours prior to the date of the lease of the meter or meters. No permit will be issued unless the City Manager or Parking System Manager determines that the temporary lease of the parking meter is necessary and serves some special purpose. The Police Chief or Finance Director will be directed to cover each meter so leased during the period of the lease.
   (b)   The rate for temporary lease of any such meter will be five dollars ($5.00) per day for each day the lease continues. The fee will be payable to the Director of Finance, in advance, prior to issuance of the permit. No meter can be leased for any period less than one day. The maximum period for any lease is ten days.
