Every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be so stopped or parked with the righthand wheels of such vehicle parallel to and within eighteen inches of the right-hand curb. Where there is no curb, every vehicle shall be stopped or parked on the extreme right-hand side of the roadway so that the free flow of traffic will not be interrupted. (WVaC 17C-13-4)
