305.03 TRAFFIC ADVISORY COMMITTEE.
   There is hereby created a Traffic Advisory Committee. The Traffic Advisory Committee shall be composed of nine members to be appointed by Council. Three members of the Traffic Advisory Committee shall be appointed for a one year term, three members of the Traffic Advisory Committee shall be appointed for two years and three members of the Traffic Advisory Committee shall be appointed for three years. Thereafter, all appointments shall be for a term of three years. Vacancies shall be filled in the same manner as original appointments. Council shall designate the chairman each year. The Traffic Advisory Committee shall adapt rules of procedure which shall include the following subcommittees, consisting of three members each. The subcommittees shall be:
   (a)    The enforcement subcommittee.
   (b)    The engineering subcommittee.
   (c)    The educational subcommittee.
   The Traffic Advisory Committee shall, at the request of Council or upon its own initiative, examine, study and survey the traffic conditions in the City and make recommendations and suggestions for the improvement thereof. Such reports and recommendations shall be advisory only and shall not be construed to be a delegation of power. Such reports and recommendations shall be made in writing to Council. The Traffic Advisory Committee shall have authority to advise and work with any department of the City upon the general traffic problems and parking problems which relate thereto as well as conferring with any traffic consultant of the City.
