305.01 POLICE DEPARTMENT.
   (a)    Power and Duties. Generally the Police Department shall have the powers and duties granted or given by this Traffic Code in relation to the management and control of traffic, except the powers and duties expressly given to the Traffic Department, and shall, furthermore, have full power and all police officers shall see that all provisions of this Traffic Code are rigidly enforced and observed.
   (b)    Traffic Control Devices. The Traffic Department heretofore established shall be continued. The Traffic Department shall place, erect, install, provide, maintain and keep in repair such markings, signs, signals, lights and other traffic control devices as Council may deem necessary to properly control traffic within the City, in conformity with the Manual on Uniform Traffic Control Devices.
   (c)    Inspection of Vehicles. The Police Department may at any time upon reasonable cause to believe that a vehicle is unsafe or not equipped as required by law, or that its equipment is not in proper adjustment or repair, require the driver of such vehicle to stop and submit to an inspection and a test with reference thereto as may be appropriate.
