If the insurance coverage provided pursuant to Section 163.02 is deemed to exclude an act or omission of the City or any of its officers, agents or employees, or if an insurance carrier refuses to provide coverage for the City or any of its officers, agents or employees for any reason, expenditures from the City's General Fund shall be made for payment of any and all of the legal liability contemplated by Section 163.02.
