157.01 PERSONNEL DIRECTOR.
   There is hereby authorized and created the position of Personnel Director for the City who shall administer the personnel system of the City and assist other boards and commissions in the administration of their personnel policies and practices as requested.
   The Personnel Director shall be appointed by the City Manager, and shall hold the position of Personnel Director within an administrative department known as the Personnel Department. The Personnel Director shall receive such annual salary as is provided for him/her in the article establishing salaries or compensation for the municipal officers and employees.
   The Personnel Director shall work under the direction and supervision of the City Manager. The Personnel Director shall implement the personnel rules and policies heretofore established by the City and/or the general laws of West Virginia, and recommend to the City Manager revisions and amendments to the local personnel rules and policies when he/she deems advisable. Under the direction and supervision of the City Manager, the Personnel Director shall perform such other duties and functions as the City Manager may require.
   The requirements of this position shall be, preferably, a graduate degree (master's) education, with experience in selection, placement and evaluation; with proven experience in investigations of personnel; and with ability to plan, organize, staff, direct, budget and communicate. The minimum requirement for the position shall be a bachelor's degree, in the personnel field; or any equivalent combination of education and experience.
