149.03 VOTING POWER.
   The City and the County Court, and any such other local governments admitted to participation under the provisions of the statutes set forth and described herein, shall each have such voting power upon such Board as provided by West Virginia Code 8-27-5.
   The City and the County Court, each being represented by more than one member of such Board, and under the provisions of the West Virginia Code Art. 8-27, each participating government being entitled to one vote for each five hundred dollars ($500.00) contributed to the Authority, as such contributions are determined at the end of the preceding fiscal year, the two members appointed by the City, shall each have forty percent of the voting power of the City; the two members appointed by the County Court shall each have forty percent of the voting power of the County; and the one member appointed jointly by the City and the County Court shall have twenty percent of the voting power of the City and twenty percent of the voting power of the County.
