(a) The City Planner shall serve under the direct supervision of the Director of the Department of Development. (11-3-77)
(b) The City Planner shall serve under the ultimate supervision and direction of the City Manager, as chief administrator of the City
The City Manager shall appoint a City Planner who shall have professional training, experience and education in city planning. Subject to the direction and control of the City Manager and Director of Development the City Planner shall be responsible for directing all activities and giving general supervision to all employees of the Development Department.

(c) The City Planner shall aid and assist the Planning Commission in carrying out its duties by providing such technical and administrative assistance and advice as the Planning Commission should request or need.
The City Planner shall, whenever possible, attend all meetings of the Planning Commission, and render such services detailed above as the Planning Commission shall need or request.
The City Planner shall serve as a liaison between Council and City Manager on the one hand and the Planning Commission on the other. The City Planner shall establish communications with State and federal agencies or departments whose functions touch or concern the field of comprehensive planning and development and shall maintain a liaison with such federal and State agencies for the purpose of acquiring such technical aid, assistance and knowledge as in the opinion of the City Planner would benefit any program contemplated or instituted by the City.
The City Planner shall have such other powers and authority as Council may from time to time grant; provided, that no power or authority shall be granted to the City Planner which would in any way curtail, limit or infringe upon the power and authority heretofore granted to the Planning Commission except as provided herein. (d) It is the express intent of Council that the City Planner shall not, primarily or directly, establish policy, but rather will aid and assist the Planning Commission and the City Manager in formulating and executing their policies with regard to City development.
