(a) There are hereby transferred to the Department of Development all of the planning functions of the City's Housing Authority, as provided for in West Virginia Code Art. 16-15; all of the planning functions of the City's Urban Renewal Authority, as provided for in West Virginia Code Art. 16-18 and that part of the planning functions of the Planning Commission, relating to development of a comprehensive plan for the development of the City, as set forth in West Virginia Code 8-24-16 et seq.
(b) There are hereby transferred to the Department of Development all of the powers, privileges, rights, duties, responsibilities and obligations relating to the planning functions hereby transferred.
