The City Manager shall act as chairman of the Sanitary Board, which shall select from its members a vice-chairman and shall designate a secretary and treasurer, but the secretary and treasurer may be one and the same, who need not be a member of the Board. The vice-chairman, secretary and treasurer shall hold office at the will of the Board. The appointive members of the Board shall each receive as compensation for their services the sum of one thousand two hundred dollars ($1,200) in any fiscal year. The annual salary paid in any fiscal year shall include all regular meetings, special meetings, conference or work sessions, and as compensation for any other time required to discharge the duties as an appointive member of the Board.
