133.02 MEMBERSHIP.
   The Board of Park Commissioners shall consist of five members, a majority of whom shall constitute a quorum for the transaction of business, except as may be provided in this article. Each member of the Board shall be a bona fide resident of the City and shall own real estate within the City. The terms of office shall be for a period of six years and until their successors have been duly appointed and qualified. Council, upon passage of this article, shall appoint two members whose terms shall expire September 1, 1959, and two members whose terms shall expire September 1, 1963.

   All appointments made to this board, commission or authority by Council shall be for terms to begin on September 1 of the year of the appointment. To the extent that at the time of the enactment of this paragraph a term is in effect through the September 1 date, the member holding such seat shall continue to be an active member of the board, commission or authority until the following September 1 unless City Council decides otherwise. Additionally, any member of this board, commission or authority appointed by City Council who has not been present for at least seventy percent (70%) of all regular and special meetings of the board, commission or authority in any calendar year, excluding absences deemed by the chairperson to be excusable, shall be removed from office upon the affirmative action of the chairperson of the board, commission or authority and after approval of such removal by Council and a replacement shall be chosen by City Council to serve the remainder of the existing term.
