125.18 SUPERVISOR OF SCHOOL SAFETY PATROL AND CROSSING GUARDS.
   There is hereby authorized and created the position of supervisor of school safety patrol and adult school crossing guards for the City. His/her duties, under the directions of the City Manager and Chief of Police, shall consist of general supervision of the school safety patrols and adult school crossing guards within the City. He/she shall have working knowledge and experience relating to traffic safety.
   He/she shall be responsible for the safety and welfare of the participants of the school safety patrol while they are on duty and shall keep them supplied with necessary equipment.
   He/she shall organize new details of the school safety patrol as the need arises.
   He/she shall regularly inspect the patrols and shall instruct them in drills, safety practices, and in the performance of their duties. He/she shall instill in them a sense of civic pride, duty and responsibility toward the safety of their fellow students.
   He/she shall work with school authorities, parent-teacher organizations, and
representatives of local safety organizations in educating children in safety, gaining their
cooperation and support.
   He/she shall cooperate with the principals of the schools to the best interests of both the school and the Police Department.
   He/she shall maintain as objectives for the patrol the preservation of the lives of school children, the development of character in the patrol boys, and the promotion of friendliness between school children and the Police Department.
   He/she shall, in addition, assist in the maintenance of the police vehicles.
   He/she shall be appointed by the City Manager to work full time during the school year.
   The supervisor of the school safety patrol and adult school crossing guards shall be a civilian and shall not be a part of, nor affiliated or connected in an official capacity wi1h the Police Department and shall not be subject to or acquire any rights under the civil service rules of the State or the City.
