Adult school crossing guards and parking control attendants shall adhere to, and be governed by all the rules and regulations laid down for the guidance of the Police Department members insofar as such rules and regulations are applicable to and consistent with the special class of duty prescribed for adult school crossing guards and parking control attendants. Adult school crossing guards and parking control attendants shall also comply with all other applicable ordinances, rules and regulations adopted by Council.

Adult school crossing guards and parking control attendants shall not be a part of, nor affiliated or connected in an official capacity with the Police Department. Adult school crossing guards and parking control attendants shall have and exercise such limited police powers as may be delegated to them by the Chief of Police and shall not be construed to have powers or authority of a peace officer. Adult school crossing guards and parking control attendants shall not be subject to, or acquire any rights under the civil service rules of the State or of this City.

The supervisor of school safety patrol and adult school crossing guards shall have the authority to assign the adult school crossing guards to such localities as shall be best suited to afford protection to those attending school.

Adult school crossing guards shall maintain the orderly movement of pedestrian and vehicular traffic consistent with the safety of children attending school in the City. Guards shall also be available for work as an auxiliary to the Police Department and may be called upon to assist the members of the Police Department in the event of civil or wartime disaster or on special occasions as parades or public events, and such other consistent duties as may be required by the Chief of Police.

Parking control attendants shall issue written notices of overtime parking at parking meters as provided in the Traffic Code and shall issue notices of violation involving nonmoving violations in the Traffic Code and such other consistent duties as may be directed by the Chief of Police.
