Council shall meet in regular session on the first and third Thursdays of each month at 6:00 p.m. When the meeting falls on a national or legal holiday, the regular meeting shall be held at the same hour on the next succeeding secular day not a holiday. Council may by motion dispense with any regular meeting. The place and agenda of the meeting shall be the Council Chamber in the City Hall, unless Council adopts a resolution establishing an alternate location for a meeting or meetings, which resolution shall be adopted not less than seventy-two hours prior to any such meeting or meetings. The news media, including each local newspaper, radio station and television station, shall be advised of the time and place of all regular meetings by written notice at least seventy-two hours in advance of any regular meeting. The City Clerk shall further post on the bulletin board on the first floor in City Hall at least seventy-two hours before such meeting a notice to the public of the time and place of the meeting. However, the foregoing notice shall not be required in the event of an emergency requiring immediate official action.
