109.06 PAYMENTS BY CREDIT OR CHECK CARD.
   (a)   Any person making payment of taxes, fines, special assessments, or other monies due to the City may make such payment by means of a credit or check card, provided, that, in addition to such tax, fine, special assessment or other payment such person shall pay a convenience or transaction fee in an amount equal to the actual charge paid by the City to it's credit card vendor, provided, that where a similar transaction or convenience fee is directly assessed or charged to the payor by his or her credit card vendor at the time of transaction, rather than to the City, the City shall not assess any additional transaction or convenience fee.
   (b)    Before the City may impose or charge any convenience or transaction fee as provided herein, the Director of Finance shall obtain at least three (3) bids for credit or check card services and shall use the vendor making the lowest qualified bid provided, that in the event that the City has obtained credit card services, the Municipal Court of the City may be added to that service for the purpose of the payment of fines and/or costs without separately obtaining bids.
   (c)    Both the City and the Municipal Court shall disclose the amount of the convenience or transaction fee prior to the transaction and no other fees may be imposed for the use of a credit or check card as a form of payment.
   (d)    Acceptance of a credit or check card as a form of payment shall be in accordance with the rules and regulations of the credit or check card provider.
