All elections of the City shall be held in accordance with and conducted and the result determined and certified subject to the provisions of general election laws of this State, so far as they are applicable, except that duties devolving on the County Commission and the Clerk thereof under the general laws for conducting elections shall be performed by the City Council and the City Clerk; provided, that the definition of “team of poll clerks” or “team of poll commissioners” as provided in W. Va. Code §3-1-29(a)(3) shall not be applicable insofar as it provides that no such team may consist of two persons registered with the same political party affiliation nor of two persons registered with no political party affiliation.
