SECTION 15. DIRECTOR OF PUBLIC WORKS.
   The city manager shall appoint a director of public works to serve for an indefinite term. Subject to the direction and control of the city manager, the director of public works shall be responsible for the supervision and administration of the department of public works. The director shall have an at minimum an Associate's Degree, experience in construction management, or a public works related field and five or more years of progressively more responsible experience in public works including supervisory and administrative duties.
   In addition, except as otherwise provided in this charter and subject to the supervision of the city manager, the director shall have the power and it shall be the director's duty to:
   (1)    Supervise all work done by any contractor on any street or sewer for the city while the work is being performed.
   (2)    Require that all pavements, sidewalks, curbs, gutters and sewers in the city are kept clean and repaired.
   (3)    Perform such other duties as may be required of him by this charter, by general law, or by city ordinance or order of the city manager not inconsistent with this charter or with general law.
