§ 71.054 REQUIRING OPERATOR'S OR OWNER'S SECURITY VERIFICATION FORM.
   (A)   Every operator of a motor vehicle registered in the state shall, while operating or using such vehicle in the city, carry either an operator's or an owner's security verification form issued by an insurance carrier, or an equivalent form issued by the Department of Public Safety, reflecting liability coverage. An owner's security verification form issued to the owner of a motor vehicle may be used as an operator security verification form by an owner who is not the operator of the motor vehicle, if the operator is not excluded from coverage on the motor vehicle liability insurance policy for the vehicle.

   (B)   A security verification form is a form, approved by the Insurance Commissioner, verifying the existence of security required by the state Compulsory Insurance Law, 47 O.S. §§ 7-600 et seq.

   (C)   It is unlawful for any operator of the motor vehicle to operate or use such vehicle in the city without carrying the security verification form or the equivalent form.
