(a) Where a new subdivision is proposed for development outside the city limits, the subdi-vider shall pay 100 percent of the cost of the in-stallation of water mains, valves, hydrants, and appurtenances within the development and for the extension of the lines to the development.
(b) Where both water and sewer are to be installed within the subdivision, the city may pay costs for water main installation as specified in section 5-1-34.
(c) Where water only is to be installed, the developer shall pay one hundred percent (100%) for the improvements.
(d) In areas of water only improvements, the city may reimburse the developer for oversized lines, larger than six (6) inches as required by the city.
