927.06 USER CHARGE ELEMENTS.

   (a)   Determination of Charge. The basic user charge for all users connected to and directly or indirectly discharging sewage, industrial waste, water or other liquids into the sewage treatment works shall consist of the following:

      (1)   The charge per bill, which shall be levied on all active users without regard to the volume of discharge or usage;

      (2)   The charge per connection, which shall be levied on all active users without regard to the volume of discharge or usage; and

      (3)   The charge per unit of discharge or volumetric usage, such charge to include costs of normal strength pollutant removal and to be levied on all users in relation to Sections 927.08 through 927.11.

   The values computed annually in accordance with Section 927.05 shall form the basis of determining the rates for each user charge element.

   (b)   Computation of Element Charges.

      (1)   The rate mentioned in subsection (a)(1) hereof shall be determined by dividing the amount of cost established in Section 927.05(f) by the value as determined in Section 927.05(e).

      (2)   The rate mentioned in subsection (a)(2) hereof shall be determined by:

         A.   Adding the following sums:

            1.   Seventy-five percent (75%) of the costs figured under Section 927.05(g) times the percentage in Section 927.05(c);

            2.   The support costs mentioned in Section 927.05(h); and

            3.   Seventy-five percent (75%) of the flow handling costs mentioned in Section 927.05(h) times the percentage determined in Section 927.05(c); and

         B.   Dividing the result by the number provided for in Section 927.05(d).

         Such annual charge is to be divided by six and added to each bimonthly bill or divided by twelve and added to each monthly bill. If different billing frequency is used, the sum is to be divided on the basis of frequency and added to each bill.

      (3)   The rate mentioned in subsection (a)(3) hereof shall be determined by:

         A.   Adding the following sums:

            1.   Twenty-five percent (25%) of the costs figured under Section 927.05(g) times the percentage determined in Section 927.05(c);

            2.   The costs figured under Section 927.05(g) times the percentage determined in Section 927.05(b);

            3.   Twenty-five percent (25%) of the flow handling costs mentioned in Section 927.05(h) times the percentage determined in Section 927.05(c);

            4.   The flow handling costs mentioned in Section 927.05(h) times the percentage determined in Section 927.05(b);

            5.   The BOD removal costs mentioned in Section 927.05(h) times the percentage determined in Section 927.05(a)(2)A.;

            6.   The SS removal costs mentioned in Section 927.05(h) times the percentage determined in Section 927.05(a)(3)A.;

            7.   The phosphate removal costs mentioned in Section 927.05(h) times the percentage determined in Section 927.05(a)(4)A.; and

            8.   If applicable, the other pollutant handling costs mentioned in Section 927.05(h) times the respective percentage determined in Section 927.05(a)(5)A.; and

         B.   Dividing the result by the value determined under Section 927.05(b).
