(a) For the purpose of levying user charges to all users, the volume of usage shall be as determined in Section 925.29.
(b) For residential user having a connection with the City's sewage disposal works, or otherwise discharging sanitary sewage either directly or indirectly into such works, who is not supplied by a metered public water supply, or who is supplied by a private water supply, the Director of Public Service, based on a consideration of similar premises and uses, engineering factors and other relevant matters, may estimate the monthly amount of water to provide adequate water service to the premises for the purpose and period for which nonmetered water is consumed. Such estimate shall be the basis for measuring the flow and loads under this section. If the owner of such premises or another interested party elects to do so, he or she may install, at his or her own expense, water meters satisfactory to the Director to the extent necessary to measure all such supplies of water and the quantity of water consumed on such premises. The aggregate amount disclosed by such meters shall be the basis for measuring the flows and loads under this section.
