927.01 DEFINITIONS.
   As used in this chapter, unless the context specifically indicates otherwise, the meaning of terms shall be as set forth in Section 925.01. In addition:
   (a)   Debt Service. "Debt service" means the payment requirements to retire the sewage disposal works debt through cash generated during the period of time that the debt is outstanding. An incremental charge for the recovery of debt service may be added to the user charge.
   (b)   Operation and Maintenance Costs. "Operation and maintenance costs" means all expenses of collecting, pumping, treating and disposing of wastewater.
   (c)   Replacement Costs. "Replacement costs" means expenditures for obtaining and installing equipment, accessories or appurtenances which are necessary during the useful life of the treatment works to maintain or regain the capacity and performance for which such works were designed and constructed. Unless specifically excluded, operation and maintenance includes replacement.
   (d)   Replacement Fund. "Replacement Fund" means a fund to which moneys are deposited which are collected for the purpose of replacement, as defined in subsection (c) hereof. The moneys deposited in such Fund and any interest earned thereon shall be used solely for the purpose of replacement.
   (e)   Sanitary Sewer Fund; Sanitary Sewer Operating Fund; Sewer Fund. "Sanitary Sewer Fund", "Sanitary Sewer Operating Fund" or "Sewer Fund" means a fund to which all moneys received from sewer service related charges are deposited and from which is paid all costs and expenses generated from or by the sewage disposal works of the City.
   (f)   Sewage Disposal Works Debt Service Fund. "Sewage Disposal Works Debt Service Fund" means a fund to which moneys are deposited which are collected for the purpose of debt service. Unless the collection of such moneys complies with user charge requirements, the moneys in such Fund shall not be used for any cost or expense of providing waste treatment service.
   (g)   SIC Manual. "SIC Manual" means the Standard Industrial Classification Manual, 1972, Office of Management and Budget, as amended and supplemented.
   (h)   User, Right-to-Service. "Right-to-service User" means a person who, by contractual arrangements and/or by special permit, reserves, uses, purchases and/or sets aside a certain capacity of the sewage disposal works for current or future use. Examples include, but are not limited to, one political subdivision agreeing to treat the liquid sanitary waste of another, a land developer reserving a specified number of future tap-ins and an industrial user reserving a specified capacity of the wastewater treatment works.
   (i)   User Charge. "User charge" means the charge to each recipient of waste treatment services in the City's service area, representing a proportionate share of the costs of operation and maintenance, including replacement of all waste treatment service provided.
   (j)   User Class. "User class" means the division of users in the City's service area, by the origin of the sewage discharged and by the similarity of the function of such users. Stated in four general classes, they are:
      (1)   "Commercial user," means an industrial user who usually contributes primarily segregated domestic wastes or waste from sanitary conveniences. Such users are usually identified under Divisions C, F, G, H and portions of Division I in the SIC Manual.
      (2)   "Industrial user," which means a user of publicly owned collection and treatment works identified in the SIC Manual under Divisions A, B, D and E.
   The industrial user class is further divided into the following subdivisions:
         A.   "Industrial user, type A," which means an industrial user who introduces primarily segregated domestic waste or waste from sanitary conveniences;
         B.   "Industrial user, type B," which means any individual user who discharges wastes from industrial processes separate from, or in combination with, domestic waste which meets the requirements of Section 925.15, meets the NPDES permit limitations for the City's treatment works and/or pretreats its effluent pursuant to the Streets and Public Services Code and the effluent limitations and performance standards for that particular industry as established by the United States Environmental Protection Agency;
         C.   "Industrial user, type C," which means an industrial user who, by written agreement, is allowed to exceed the requirements of Section 925.15 by more than two percent (2%) but less than ten percent (10%), who contributes less than five percent (5%) of the total daily volume or load, or both, to the sewage disposal works and who is not classified as a major contributing industry; and
         D.   "Industrial user, type D," which means an industrial user who, by constractual arrangement is permitted to exceed the five percent (5%) load, volume or both requirements, as set forth in subsection (j)(2)C. or as applicable to any major contributing industry.
      (3)   "Other public authority user," which means a special class of industrial user who usually contributes primarily segregated domestic waste from sanitary conveniences. Such users are usually identified under Division J in the SIC Manual, but also includes hospitals, sanitariums, prisons and charitable institutions; and
      (4)   "Residential user," which means a single-family or equivalent residence which discharges only waste from sanitary conveniences.
