In any case where proper application for permission and payment of the required fee for making a sewer connection has not been completed the connection or tap may be removed or plugged temporarily. In addition, a penalty or fine of two and one-half times the required connection tapping fee or fees on all connections to the sanitary or storm sewer system may be imposed.
