733.99 PENALTY.
   (a)   Whoever operates or permits for hire, for any consideration, a taxicab not licensed in accordance with this chapter or employs any person as a chauffeur or driver of a taxicab who has not been duly licensed in accordance with this chapter, shall be fined not less than twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00) for the first offense, and for a second or subsequent offense, not less than fifty dollars ($50.00) nor more than three hundred dollars ($300.00). Any person convicted thereof shall not thereafter be permitted to operate a taxicab within the City for a period of one year from the date of such conviction and until this chapter has been complied with.
   (b)   Whoever operates or permits to be operated any taxicab and violates any provision of Sections 733.09 to 733.11 inclusive, and Section 733.13, shall be fined not less than five dollars ($5.00) nor more than one hundred dollars ($100.00).
