(a) Every owner of one or more taxicabs shall maintain on file with the Secretary of the Taxicab Board the complete schedule of rates offered and used by such taxicabs. Such schedule shall set forth in detail the amounts charged by each taxicab for service under a taxi metered rate, if a taximeter is used, and the hourly rate or trip rate, if an hourly or trip rate is used. Such rates shall be effective upon approval by and endorsement of the Board.
(b) All schedules of rates of fare on file with the Secretary of the Board shall be open to public inspection.
(c) No driver or any other person in control of a taxicab shall operate such taxicab except in accordance with the schedule of rates filed as herein provided.
