1260.42 LODGING HOUSE AND ROOMING HOUSE.
   "Lodging house" and "rooming house" mean a building or place where lodging is provided or offered, by prearrangement for a definite period, for compensation, for three or more persons, but not exceeding twelve persons and not open to transient guests, in contradistinction to hotels.
