An officer, policeman or employee of the City, who is designated by the Mayor or Council for the purpose, shall have the right and privilege, at any time, to enter upon the premises covered by an oil or gas drilling permit for the purpose of making an inspection to determine if the provisions of this chapter or any other ordinance or applicable law relating to the health and safety of persons and property within the City are being complied with.
