Before work is commenced under any permit, the permittee shall file with the City Clerk a written statement, under oath, of all the contractors and subcontractors connected with the work of erecting the rig and machinery, drilling of such well or excavating for and/or laying the pipeline, and shall promptly notify the City Clerk of a change of any such contractor or subcontractor.
