The applicant for an oil or gas drilling permit shall file with the City Clerk a plan or map showing in detail the exact location of the proposed excavation for pipelines, the depth thereof and the location thereof with particular reference to all structures and property lines and also showing the exact location of any public utility property as well as sidewalks, pavements and other improvements, and shall pay a fee of twenty-five cents (25£) per rod of excavation and/or pipeline, but not less than ten dollars ($10.00), to be applied to the cost of administering this chapter. Upon such payment, the Clerk shall refer such plan or map to Council for action. The fee provided for herein shall be in addition to the fees provided in Section 856.07.
