Council has the right, power and authority to refuse to grant a permit applied for under this chapter, because of the location of the proposed well or pipeline and/or the character and value of the permanent improvements already erected in the vicinity of such proposed well or pipeline, because of the use to which the land and surroundings are adopted or because of sanitary reasons, for which reasons the drilling of such well or the laying of such pipeline, in the judgment of Council, would be a serious detriment to the City and to the health, welfare or property of its inhabitants.
