No person shall drive a motor vehicle upon any public street in the City at a speed greater than twenty-five miles per hour, except on State highways within the City limits, where speed limits shall be as posted by the State Highway Department. Provided however, that the speed limit on Sylvia Avenue from Coello Hill Road to new State Route 14 shall be thirty-five miles per hour.
