440.04 OBSTRUCTION OF STREETS BY TRAINS.
   No directing officer or operator of a railroad train shall direct the operation of or operate the same in such a manner as to prevent the use of any street for the purpose of travel for longer than five minutes, except that this provision shall not apply to trains or cars in motion other than those that are engaged in switching. No person shall stop a railroad train within an intersection or on a crosswalk for the purpose of receiving or discharging passengers.
