§ 130.02 WATER AND EARTHEN MATERIAL FLOW UPON STREETS PROHIBITED.
   It is unlawful and a public nuisance for any person to willfully or negligently permit or cause the escape or flow of water or earthen material onto public streets in such manner as to cause flooding, or to endanger or impede vehicular or pedestrian traffic, to create a condition which constitutes a threat to the public health and safety, or to cause damage to the public streets of the town. Earthen material shall include, but not be limited to soil, silt, clay, sand, gravel, rock, dirt, mud, organic material, or a combination thereof.
