The Code Enforcement Officer shall have the power to revoke any license, or to revoke and reinstate any license upon suitable conditions, when either of the following causes exists:
(A) The festival violates any law or regulation established by the town, the laws of the State of Arizona or the rules and regulations adopted by any of its agencies; and/or
(B) The licensee allows the festival to be conducted in a disorderly manner or knowingly allows to remain upon the premises any delinquent or dependent juvenile or any person regardless of age who is or who appears to be under the influence of intoxicating liquor, or any narcotic or dangerous drug, as those terms are defined or used in the Arizona Revised Statutes.
